The situation
The utility was executing a $340M+ grid modernization program under a 72-month state utility commission order. Over 2,000 pages of regulatory filings had to be manually reviewed to produce software requirement specifications—an expensive, workshop-heavy process outsourced to consultancies. 8 upstream source systems lacked documentation, and the true program state lived in PowerPoint decks.
What we built
In an 8-week engagement, we built a retrieval-augmented compliance and requirements platform inside the client's cloud. We synthesized vendor specs from public filings, established multi-query hybrid retrieval with purpose-built reranking, and implemented document generation subgraphs with 5 parallel judge evaluators (faithfulness gate ≥0.95).
